Philippe Bernard-Treille is a Senior Officer at the European Investment Fund (EIF), currently advising EIF Top Management on various external and internal engagements.

With more than 15 years of investment experience in impact investing, venture capital and private equity. Philippe has led and structured many investments in these verticals across Europe and in particular, the EIF investment in MakeSense Seed I, the first fund linked to an incubator of social start-up in France, the EIF investment in Den Sociale Kapitalfond, the first impact fund in Denmark and the EIF investments in the largest European Social Outcome Contracts, namely the SIB Joining Forces, related to the reintegration of incapacitated military personnel in the labour market in the Netherlands, the KOTO SIB, a Payment by Results scheme focusing on the integration of migrants and refugees in Finland and the CIS Médecins du Monde, a result-based finance mechanism based on a jail diversion programme for homeless people in Marseille (France).

Philippe has held many Advisory Board positions in Europe, including at the Inclusive Growth Financing Forum, an OECD initiative seeking to leverage the fast-growing impact investing market by reviewing different mechanisms and funding sources for financing of inclusive growth projects. He has also contributed to many EU government reflexions on result-based finance mechanisms and development of innovative financial instruments such as outcome funds.

Philippe has Master in Finance from Ecole Nationale de Ponts et Chaussées (ENPC) and Université Paris X and a Master in Business Law from Université Paris I – Panthéon Sorbonne (France).
